Built-in validation: Registration regulation, article 34
Province code 01–81, then 1 letter and 4–5 digits, 2 letters and 3–4 digits, or 3 letters and 2–3 digits. Once a digit follows the letters, the mask asks for the right number of digits; an unknown province code returns plate.invalid.
